About Luc Mercelina

Luc F. E. Mercelina (born 6 December 1964) is a Sint Maarten surgeon and politician who has served as Prime Minister of Sint Maarten since 3 May 2024. He is the fourth prime minister of Sint Maarten since the island became an autonomous country within the Kingdom of the Netherlands on 10 October 2010, and the first to come from a medical background rather than a traditional political or administrative career.

Mercelina built his professional reputation as a respected surgeon in Sint Maarten before transitioning into politics. His entry into government brought a fresh perspective shaped by years of working in the island’s healthcare sector, which had faced severe challenges following Hurricane Irma’s devastating impact in September 2017. The storm destroyed or damaged much of Sint Maarten’s infrastructure, including its medical facilities, and reconstruction has remained a defining challenge for successive governments.

He became involved with the National Alliance, one of Sint Maarten’s main political parties, and rose to lead the government following elections. His appointment reflected a broader trend in small island politics of turning to professionals from outside traditional political circles to bring practical expertise to governance. Sint Maarten manages its own internal affairs β€” including healthcare, education, and public order β€” while defence and foreign policy are handled by the Kingdom of the Netherlands.

Sint Maarten covers the southern portion of the island of Saint Martin, sharing the 87-square-kilometre island with the French overseas collectivity of Saint-Martin to the north. The island has a population of approximately 40,000 people and an economy almost entirely dependent on tourism, particularly cruise ship visitors. Its strategic position in the northeastern Caribbean and its duty-free shopping reputation made it one of the most visited islands in the region before Hurricane Irma.

As prime minister, Mercelina has focused on economic recovery, institutional stability, and strengthening Sint Maarten’s public services. His medical background has given him particular insight into the island’s ongoing healthcare infrastructure needs. He navigates Sint Maarten’s unique constitutional position as a small self-governing territory within a European kingdom, balancing local priorities with the broader relationship with the Netherlands and the demands of rebuilding a tourism-dependent economy.

Sarah Wescot-Williams is the leader of the Democratic Party of Sint Maarten and the first Prime Minister of Sint Maarten. Even though her party only managed to secure two seats in the Sint Maarten general election of 2010, she was selected as Prime Minister in the coalition agreement between United People and the Democratic Party.

Commissioner of General Affairs and Education 1995-2009 and from 1999 also Deputy of Education, Social and Cultural Development, Finance, Juridical Affairs, Emergency Services, Information, Communication and Protocol, Strategic Policy, Planning and Development.
