When I see deeply inaccurate information on a website, I begin to question the entirety of its content.
Norodom Sihamoni is not a dictator. He's 'king' of Cambodia in nothing but name; it's an empty title. Prime Minister Hun Sen is the de facto dictator of Cambodia, although he was supposedly 'democratically' elected. He has also expressed that he plans to be prime minister until he dies, or until he gets old enough to pass the office onto his son. Sounds very democratic, right...
So... You've got some inaccurate information on here. I don't feel like going down this list and checking how much of the rest of it is right or wrong. If you've got a site like this, it seems to me is the idea that *you* do the research instead of lazily slapping a list together. You coulda read Wikipedia to glean that Sihamoni is basically under house arrest in his own kingdom (lulz) by order of Hun Sen. Lazy, yo.
Lol, after reading through the rest of the comments, it looks like this list is more or less your personal opinion, site moderators? Yeesh, I can make s**t up, too, but there's very little evidence to suggest that the U.S. is a 'free' nation-- lots of information demonstrating that it is a modern imperialist colonial nation-state which kills, imprisons, and otherwise subjugates certain portions of its own population (people of colour, queers, people with disabilities, immigrants, etc.)-- awfully semblant of Nazi Germany, a place in time which we have historically demonized in tandem with our own historic heroism.
You think the U.S., Canada, South Africa, etc. are free when they have populations, some of them majority populations, which are subject to ongoing genocide? Black South Africans, people of colour in the UK, France, Scandinavia, First Nation peoples, Native American nations, to name a few. You should point out that "free" refers to certain types of people. Other peoples are partially or entirely excluded from this.

One thing is a dictatorship or an autoritharian guverment and another is the level of freedom permited to the people .

This map is quite biased.... China is considered today to have quite the economical freedom , it is not ruled in a dictatorial fashion but more by an authoritarian party who protects its interests .
Russia is clearly much more free today then it ever was ! To call Russia a dictatorship is ridiculous.. Putin is a strong man but not a dictator, in the east you have a diffrent tradition of leadership .
Missing a few! British Monarchy QUEEN ELIZABETH II, Current US President Obama is still in office until late 2016. And in my eyes Prime Minister is also considered dictators so yeah, its a few more to add.

Turkey is still missing from this list. Recep Tayyip Erdogan is a bloody dictator who came to power by a fixed election (after a financial crisis was triggered) and refuses to let go of power the last 13 years through massive election fraud and media suppression. Currently he has personally caused a record number of journalists and academicians to be jailed and control the whole judicial system singlehandedly. It's been many years since the last fair elections and currently even journalists are not allowed in the country where the government forces are running a very bloody ethnic cleansing campaign in Kurdish populated areas. There are multiple international efforts to send him to the international tribunal for crimes against humanity and eat crimes. He's also a relentless supporter of Daesh (ISIL) through training, equipment, and logistic support by Turkish armed forces.
This is pretty much what Trump/Bannon are attempting.
